Strategic Sourcing and Procurement
:- Develop and implement sourcing and procurement strategies and programs to meet company-wide cost-saving objectives.
Manage production and non-production purchases, including facilities, machinery spare parts, and equipment rental.
- Draft, review, and understand procurement contracts.
Tender Management
:- Prepare and manage tender notices, e-tenders, tender documents, contract service agreements, RFPs, and tender reports.
Formulate tender summaries and provide strong justifications for selecting tender winners.
- Propose and ensure we have the right fit of suppliers on-board with justification.
Supplier Relationship Management
:- Handle and manage supplier challenges regarding pricing, lead times, and payment terms negotiation.
Conduct supplier audits, develop commodity strategies, and perform value engineering and analysis.
- Ensure supplier records are kept up to date and all documentation pertaining to invoices and delivery orders are promptly and accurately processed.
Cost and Data Analysis
:- Utilize advanced data analysis and pivoting techniques in Microsoft Excel to identify cost reduction opportunities and improve procurement efficiency.
Perform cost and data analysis, lead time reduction, and liability management methods with proven examples.
- Conduct gap-analysis and make recommendations based on e-tender systems and other procurement tools.
Market Analysis
:- Monitor commodity markets and financial trends, including hedging, contract markets, currency impacts, and spot market movements.
Advise management on optimal purchasing strategies based on market analysis.
Procurement Systems: Proficiency in using procurement software and tools (e.g., SAP Ariba, Oracle) to streamline procurement processes.
- ERP Systems: Strong working knowledge of ERP systems, particularly Oracle, to manage procurement data and processes effectively.
Contract Management
: Ability to draft, review, and manage complex procurement contracts, ensuring compliance with legal and regulatory requirements.Supplier Evaluation
: Expertise in conducting supplier evaluations, audits, and performance assessments to ensure quality and reliability.Spend Analysis: Skilled in conducting spend analysis to identify cost-saving opportunities and improve procurement strategies.
- Category Management: Experience in developing and implementing category management strategies to optimize procurement efficiency and effectiveness.
E-Procurement
: Familiarity with e-procurement platforms and technologies to enhance sourcing and purchasing activities.Technical Specifications
: Ability to understand and specify technical requirements for goods and services to ensure alignment with organizational needs.Risk Management: Proficient in identifying, assessing, and mitigating risks associated with procurement activities.
Track purchase orders, ensuring that all suppliers are aware of order requirements.- Drive and formulate departmental KPI and immediate intervention when KPI goes sideways.
Ensure that all purchases are made on a timely basis with the right quantity and price through timely issuance of purchase orders.
- Obtain timely price quotations (RFQ) and proposals (RFP) for required services.
Minimum 5 years of proven experience in procurement, with a preference for candidates from the construction industry.
- Bachelors degree in finance, Economics, QS, CIPS or a related field.
Advanced proficiency in Microsoft Excel (including formula pivoting) and PowerPoint for data analysis and presentations.- Working knowledge of Oracle and data analysis.
Excellent negotiation skills and the ability to handle complex supplier interactions.
- Willingness to work on Saturdays and be available during non-work hours when necessary.
Must possess own transport (car) and be willing to travel and move around as needed.- Confidence in interacting with all levels of people, including foreign workers.
Experience with procurement software and tools (e.g., SAP Ariba, Oracle).- Familiarity with digital procurement and e-sourcing platforms.
Knowledge of sustainable procurement practices and ethical sourcing.
- Experience in implementing green procurement strategies and supplier diversity programs.
Proficiency in identifying and mitigating procurement risks.- Experience in developing and implementing risk management strategies and contingency plans.
Strong project management skills with the ability to lead cross-functional teams.
- PMP certification or equivalent experience is an advantage.
