Job Summary
The Deputy Director reports to the Head of the Technology Assurance Department and is responsible for advancing audit strategies and strengthening governance by transforming data into actionable insights. In this capacity, the Deputy Director leads the development of advanced data models and assurance frameworks to assess risks, monitor controls, and assess compliance with regulatory standards across MCMC. A primary objective of this role is implementing and maintaining an Assurance Dashboard that is pivotal for tracking risk indicators, audit findings, and control effectiveness across technology domains, enabling senior leadership to make informed decisions. Additionally, the Deputy Director collaborates extensively with cross-functional teams, guiding audit personnel and ensuring that data-driven initiatives align with audit objectives, thus enhancing security, operational integrity, and the organization's overall assurance framework.
Job Responsibilities
Audit Planning and Execution
- Lead the development and execution of comprehensive technology-focused audits, ensuring alignment with the annual technology assurance plan and strategic objectives
- Oversee the creation and refinement of audit work programs, testing procedures, and standardized audit templates to enhance consistency, quality, and effectiveness
- Ensure thorough documentation of audit procedures, findings, and recommendations, upholding established methodologies and quality standards across all engagements
- Collaborate cross-functionally with other departments to identify areas for audit focus, leveraging insights to drive risk-based audit planning and effectively address emerging technology risks
Technology Assessment, Security Evaluation and Controls
- Conduct and oversee assessments of critical technology infrastructure, including broadband, mobile, fixed communication, satellite, broadcasting, postal, and digital signature systems, identifying potential vulnerabilities and risks across these sectors
Cross-Functional Collaboration and Stakeholder Communication
- Work with cross-functional teams to address audit findings and facilitate the implementation of corrective actions
- Communicate audit findings and recommendations professionally to relevant stakeholders through clear written reports and verbal presentations
Continuous Learning and Awareness
- Stay informed about emerging trends, threats, and best practices across broadband, mobile, broadcasting, and digital communications, using these insights to reinforce the depth and relevance of MCMC's technology audits
Process Improvement
- Lead and contribute to the advancement of audit methodologies to reflect the dynamic needs of MCMC's diverse technology sectors, aligning practices with regulatory changes and organizational goals
Strategic Audit Planning and Risk Assessment through Data Analytics
- Lead the strategic application of data analytics to proactively identify and assess high-risk areas, ensuring the audit plan aligns with organizational objectives and mitigates critical risks. Collaborate with senior leadership to prioritize audits that provide the greatest value and operational impact
Data Analytics Integration and Methodology Improvement
- Drive the integration of advanced data analytics methodologies into the audit framework, including predictive analytics, artificial intelligence, and machine learning. Spearhead continuous improvements in data-driven techniques, enhancing audit accuracy, operational efficiency, and the strategic value of audit insights for senior management and stakeholders
Qualifications and Work Experience
- Candidate must at least have a Bachelor's Degree in Computer Science, Statistics, Mathematics, Actuarial Science or in a related field Having A Master's Degree would be an additional advantage
- Proficiency in data analysis tools and software such as Python, SQL, and Excel
- Strong experience with data visualization tools like Tableau, Power BI, or Cognos
- Solid understanding of statistical methods and predictive modelling techniques
- Minimum 5 years of relevant working experience in a data science or analytics role
- Proven track record of conducting detailed data analysis and providing actionable insights
- Experience in developing and implementing predictive models and algorithms
- Demonstrated ability to manage and ensure data quality and integrity
- Experience in collaborating with cross-functional teams and stakeholders
- Proficiency in creating reports and visualizations that effectively communicate data insights
- Experience in supporting data-related audits and ensuring compliance with regulatory standards
- Commitment to ethical behavior, integrity, and professionalism
- Knowledge of telecommunications or regulatory environment is a plus
