We are seeking a dedicated and experienced On-Site Safety Officer to ensure the health, safety, and environmental (HSE) compliance of our project sites in Johor Bahru. This role involves managing risk, enforcing safety compliance, and fostering a safety culture among project personnel and subcontractors.
Key Responsibilities:
1. Risk Identification & Job Hazard Analysis (HIRARC):
- Develop risk assessments and mitigation measures.
- Conduct thorough job hazard analyses to address potential safety issues proactively.
2. Safety Compliance Reporting:
- Report safety non-compliance to the Project Manager and subcontractors.
- Document and track non-compliance issues until resolution.
- Apply for PTW (Permit to Work), conduct TBM (Toolbox Meetings), complete safety checklists, and attend safety HSE meetings.
3. Implementation & Auditing:
- Guide the Project Manager in implementing HSSE (Health, Safety, Security & Environment) policies.
- Conduct and lead regular audits to ensure compliance with HSSE protocols.
4. Safety Training Coordination:
- Identify training needs related to safety and health for site personnel.
- Organize and coordinate safety training sessions and courses to enhance site safety.
5. Compliance Monitoring:
- Monitor adherence to the Safety & Health Program requirements.
- Communicate compliance requirements effectively across the site.
6. Safety Education & Awareness:
- Maintain and enhance safety education and awareness programs.
- Promote a safety-first culture through ongoing engagement and communication.
7. Liaison with Authorities:
- Act as the primary liaison with authorities overseeing occupational safety, health, and environmental regulations.
- Ensure site activities comply with local regulations and standards.
8. Accident Investigation:
- Lead investigations into site accidents or incidents.
- Prepare detailed reports with recommendations to prevent recurrence.
9. Regular Inspections & Audits:
- Conduct regular safety visits, audits, and inspections.
- Inspect worksite hazards and prepare risk assessments.
10. Regulatory Liaison:
- Liaise with JKKP/DOSH and other authorized departments (e.g., Bomba, Jabatan Kesihatan CIDB) to maintain safety standards.
- Advise management on changes in safety legislation and occupational safety, health, and environmental matters.
11. Documentation & Reporting:
- Keep up-to-date with safety codes of practice and literature.
- Prepare and maintain safety documentation, reports, and records.
- Prepare necessary reports, such as Safety Audit Reports.
12. Additional Duties:
- Perform any other duties assigned by the Project Manager.
Qualifications:
- Green Book Safety Officer (SHO) certification from the Department of Safety and Health (DOSH) in Malaysia.
- Candidates who has 5 years proven experience in occupational safety and health, especially in the Data Centre Construction would have added advantage.
- Strong knowledge of OSHA regulations and industry-specific standards, risk assessment, emergency response, and incident investigation.
- Experience in conducting safety training and promoting safety culture.
- Strong understanding of Malaysian safety laws and regulations.
- Excellent communication and leadership skills.
- Must be willing to work on sites based on project schedule.
