Role and Responsibilities
- Drafting relevant procurement contracts and reporting the procurement results as well as execute the procurement contract approval processes and reporting procedures to ensure the standardization of contracts and all relevant approval processes as per company requirement.
- Organizing construction procurement tender inclusive of planning & organizing relevant tender activities.
- Responsible for establishing payment plans and contract statistics, handling related contract payments, conducting project cost accounting, providing statistical reports to the company's management, and ensuring accurate and reasonable accounting.
- Monitoring the execution of contracts and delivery status, providing clear contract delivery schedules across relevant departments.
- Collecting and organizing supplier/vendor information and maintaining supplier/vendor database.
- Coordinating internal departments, closely collaborating with various departments within the company, ensuring smooth sales and project delivery, and resolving potential issues and obstacles.
- Execute other tasks assigned by superiors.
To handle 3 key parts of the procurement processes: -
1. Tender & award (procurement of work packages)
- Verify prequalification of contractors for tender packages
- Prepare Contract Works Packages with Project Managers and Consultants
- Evaluate and review tender submissions
- Review Tender Documents/Contracts Documents
- Award of the contractors
- Drafting and finalized Letter of Award
2. Contracts administration and verification of claims & payments
- Review & prepare monthly financial statements
- Evaluate & verify variation works
- Review & follow up monthly progress payments
- Review and verify final accounts statements
- Review and verify contractual claims
- Review and advise contractual matters
3. Appointment of consultants
- Request for Fee Proposal from Consultants
- Negotiation & finalizing the terms & conditions of consultant agreement
- Preparation of Letter Of Acceptance to Consultants and Consultant Agreement (for consultant QS only)
- Prepare and review consultants payments
Pre-requisitions
- Possess Bachelor's Engineer Degree major in Quantity Survey with more than 8 years of work experience relevant in building industry
- Familiar with supplier management especially on local market conditions/practices, and ability to work in a high paced environment.
- Have a strong cost control awareness and excellent teamwork spirit.
- Demonstrate strong communication skills, organization skills, interpersonal skills, coordination skills, and planning/scheduling skills.
- Strong contract management experience, capable of independently interpreting procurement contracts and drafting relevant procurement contracts.
- Good working knowledge of Pre and Post Contract Works, Contractual Issues, Cost Control and Budget.
