THE JOB
Loss Prevention and Risk Mitigation (NMR, PTW, Risk Assessment Reviews etc.)
Drive and ensure that all identified risks to the ships, personnel and the environment are assessed and establish safeguards to bring down risks to ALARP levels in a cost-effective manner. Review the ships DRA which requires office approval and HSEQ to be consulted.
To promote UCUA & NMR and analyse the reports.
Emergency Readiness and Contingency Planning.
Reviewing the contingency planning/ policies and procedures to ensure maximum utilization of resources. Ensure in-house familiarization related to emergency response is carried out regularly, especially for newly recruited shore operation staff.
Custodian of ERC and equipment is to be maintained (liaised with Information Technology & System for health check). Documents & information is updated. Prepare drill planner, scenarios drill report and yearly drill analysis.
Plan and carry out drills between ship and shore. Act as an advisor in actual emergencies and drills. Plan and carry out drills with ship, shore and third parties, agencies and customers.
Crisis Management, Initial Notification to GHSSE.
Port State Control (PSC)
Analyse and review all the PSC findings. Improve the initiatives taken to eliminate the number of deficiencies and propose corrective measures to the fleet.
Prepare the fleet for PSC CIC campaigns initiated by various MoU.
Campaign, Training and HSE Initiatives:
Promote incident prevention for the benefit of employees and visitors.
Support in the development and implementation of relevant HSE training and campaigns.
Promote Generative HSSE culture.
Incident / Accident Investigation
Take all possible measures to ensure accidents do not occur by working closely with all relevant departments within the organization.
Ensure that all incidents related HSE/injury reports are investigated, with the methods and reporting formats being uniform and standardized and that post investigation management is well defined and consistent.
Support relevant stakeholders in the closure of incidents and their documentation.
Monitor and ensure effective closures of corrective actions and appropriate management reporting.
Ensure that safety-related information is disseminated to the fleet, and ensure changes are made and evaluated to prevent future incidents from re-occurring.
Circulate incident alert at the time of the incident and investigation findings through Reflective Learning (SIRL) on completion of the investigation.
Monitor, review and analysis HSE related incidents.
Navigational Standards
To plan, established and monitor the performance of the navigational audit result and identify necessary improvement with close liaison with the training department and vessels team.
Review and analysis navigation related findings
Conduct a navigational workshop to improve ship handling.
Risk Management
Develop, establish, maintain, and improve the Loss Prevention documentation in the Safety Management System in accordance to the relevant legislations, codes and best practices and to minimize the QAHSSE risks.
To monitor and review the safety performance of the ships and shore based management by developing, maintaining and ensuring efficient running of database of NMR, Incidents and PSC Reports as well as external sources and highlight the risks where relevant, and carry out the relevant established processes to mitigate, minimize, if not eliminate the risks.

Review of Safety Management System.
Continual review of operational guidance and recommend enhancement based on feedback/findings from Incidents, Audits and Customer requirements.
Review procedure as required i.e., feedback from a ship or observations.
THE PERSON
Experience as a ships Master or a Chief Engineer onboard vessels (tankers or offshore).
In the managerial position for at least three years (onboard/ashore/combined).
More than 10 years working experience in the maritime industry and of relevant strategic Health, Safety, Environment and Quality management and leadership experience, ideally in global shipping organizations and/or oil & gas industry providing the opportunity to experience best practices or working with customers HSE organizations.
Certificate of Competency (COC) Class 1 - Foreign Going/ Unlimited
