Job Description

Job Purpose

Managing and administering all the pre & post contract all the pre & post contract matters for projects i.e. CAPEX of Bus

(Fleet & System) and Corporate IT to meet the project objectives regarding time, cost and quality.

Key Accountabilities

  • Measurement of Works of selected elements/ trades to establish the accuracy of Bills of Quantities/ Schedule of Price following SMM2/ CESMM
  • Confirm Pre-tender Estimates / Cost Plans / Cost Estimates for the commercial aspects of the Projects Capex
  • Monitoring Cost Data input in the database system for material, labor, and plant rates on building construction, supplies, systems and rolling stock, etc
  • Advise the most suitable procurement method and Form of Contract during GPD1 and Confirmation of Tender Document/ RFP/ RFQ via GPD 3 procurement process.
  • Participate in the evaluation commercial member for the Tender Evaluation process and will be involved in the negotiation process with the Tenderer/Proponent where required.
  • Confirmation of essential documents (Performance Bonds, Insurance, Direct Warranty, and Letter of Indemnity) for compliance with the contract's requirements.
  • Confirmation for rationalization of rates in Bills of Quantities prior to finalization of the Contract Agreement.
  • Confirmation for completeness of Contract Document concerning Contractual terms and commercial part of the document.
  • Participate in joint site valuation with Contractors/Project Owner/End User for verification of work done before preparation of payment certification and other inspections if required such as project completion and defects inspection.
  • Confirm the preparation of payment certificate to the Contractor/Consultant/Others 3rd party.
  • Member for the validation and finalization of Variation Orders/ Contractual Claims via conducting VOPM meetings. Evaluate the reasonableness of the VO application amount against the current market rate.
  • Member for the negotiation of the final amount of VO and Cost Claims via VONC meeting.
  • Confirmation of contractual certificates such as VO, EOT, CPC, CFIA, CTO, CNC, and CMGD.
  • Confirmation of the Statement of Final Account/Statutory Declaration for closing of project account.
  • Assist in facilitating the Project Owner in the Value Engineering exercise.
  • Assist in facilitating Project Owner/Legal in providing all contractual and commercial inputs for CIPAA proceedings or any other legal proceeding.
  • Updating project monitoring status in the automated Project Monitoring Dashboard.
  • Assist in all tasks as and when required by the management of Prasarana

Qualification & Experience

  • Bachelor's Degree in Quantity Surveying
  • At least 8 years of Quantity Surveying experience, project cost negotiation, contractual advisory and project cost analysis.
  • Well-versed in using Building Information Modelling (BIM) and Microsoft Office applications.
