The Head of Engineering is to manage the entire departmental operation towards company vision, mission and objectives. His/ her is responsible to plan, execute and deliver any projects within budget, deadline, scopes, specification and requirement as well as provide an engineering point of view for improvement, etc .
Minimum Bachelors degree in Engineering, or project Management with 3 - 6 years experience in leading engineering initiatives.
- Minimum 10 years in site working experience in Engineering works.
Good technical knowledge in QAQC, Engineering System Design principles, Mechanical, Electrical and Fire Life Safety system operational philosophy.
To implement all company related policies, procedures, guidelines and tools for projects execution.- Ensure projects execution within budget, scopes, specification, requirement, safely, legal, etc.
Effective communication and reporting of project progress.
- Ensure the implementation of CAPEX procedure including the supporting forms, etc.
Ensure the safe keeping of latest project documents, drawings, etc.- Ensure the Quality Management System, etc in place.
To manage and guide subordinates in delivering the job descriptions.
- To drive, guide, prepare and present the yearly CAPEX budget for approval.
Implement comprehensive risk assessment including occupational health and safety, fire safety and essential services and environmental in executing the projects, etc.
- Implement risk mitigation plans or interim solutions and liaise with user department for alignment. Ensure Risk Register updated timely.
Assist in the development of guidelines and strategies to protect health and safety of staff and others and protect client reputations.- Implement disaster recovery and business continuity plans as established.
Ensure escalation procedures are updated and appraised for effective and efficient reporting including advice to client, account teams,
- Procurement and Vendor Management.
Develop Scope of Work for projects delivery, incorporating feasibility, cost and risk assessment, and engage Procurement for commercial due diligence.
- Lead site verifications, SoW clarification and technical assessment, and ensure process due diligence in accordance with established supplier engagement guidelines and commercial process especially in tender technical clarification.
Initiate project proposal for approval by top management.- Ensure timely billing or invoicing and closure including JCC (Job Completion Certificate) of issuance.
Facilitate contractor performance management programs, feedback or any tools or method in accordance to defined performance deliverables for future improvement.
- Profitability/ Savings Initiatives:
Implement any initiatives and strategies for cost saving purpose without jeopardizing the project requirement and performance.
- Leadership / Staff Management:
Actively encourage an environment that supports teamwork, co-operation, inclusion and performance excellence.
- Coach for the team ensuring high staff morale, trust and work ethics.
- Key Performance Indicator
Establish Individual KPI (Key Performance Indicator) and communicate to all subordinates.
- Ensure the KPI Targets for the Account are met.
