The Head, Compliance-i is responsible to build a strong compliance culture and strong regulatory compliance, minimizing overall non-compliance in the bank. This role works closely with the Shariah Division to comply with the Shariah Governance Policy Document, ensuring Shariah Review and Compliance Assessment activities are being done effectively. This role reports to the Chief Executive Officer of Hong Leong Islamic Bank (HLISB) and matrix reporting to the Group Chief Compliance, Hong Leong Bank (HLB).
Key Responsibilities and Accountabilities
Functional (job responsibilities)
- Responsible as the Compliance Officer for the Bank, working in collaboration with the Chief Compliance Officer of the banking group.
- Responsible for the oversight of all regulatory matters to BNM.
- Responsible as the key liaison officer for the Bank in responding to regulatory inquiries and preparation for regulatory examinations, working in collaboration with the Parent Bank's Compliance functions.
- Participate as an active member with Parent Compliance functions in development and continuous improvement of an enterprise-wide framework for identifying, assessing, controlling, measuring, monitoring/testing, and reporting compliance risk and provide compliance training.
- Identify, interpret, and analyze current and emerging developments for new laws, regulations and determine their impact and requirements.
- Work in a consultative manner with business, operational and functional stakeholders to advise on implications of regulatory guidelines into policies and procedures.
- Detect and escalate areas of non-compliance for early alert and timely corrective action plans.
- Provide regular and concise reporting on compliance related updates to senior management, Management Committees and Board Audit Risk Management Committee.
Managerial (team/group responsibilities)
- Drive compliance by HLISB departments with legal and regulatory requirements, as well as internal standards and guidelines.
- Guide, mentor, and coach HLISB Compliance-i team members & BUCRs on overall compliance activities/initiatives to build up knowledge and experience of applicable laws, rules, regulations, and guidelines.
Organizational (organizational responsibilities)
- Ensuring that the overall HLISB Compliance Risks are being effectively managed by the 1st Line of Defense (i.e., various departments in HLISB)
- Overseeing the overall Shariah Compliance matters of HLISB via the Shariah Review functions embedded in Compliance-i.
Jobholder Requirements
Education/Qualification
- Bachelor's Degree/Post-graduate Diploma/Professional Degree in Law, Banking, Economics, Accounting or Finance.
Experience
- 7 years and above managerial experience in related fields of Banking & Finance, Compliance, Legal, Assurance, Financial Crime or Audit.
- Experience in ensuring/overseeing the legal and regulatory compliance of an organization is a plus.
Special Skills
- Proficient knowledge in banking related regulations and laws in Malaysia.
- Good leadership, good personality, and interpersonal skills.
Certification/Licensing Requirements
- Professional Certification/Qualification in Regulatory Compliance and/or AML/CFT is a plus.
