Job Summary
As Manager Government Affairs (Malaysia), you will proactively shape the Company's strategic appreciation for the threats and opportunities confronting our business arising from government policies, regulations, legislation, and related actions. In parallel, you will build and mature the political relationships to advantage corporate maneuver. The role also requires the agency and finesse to build, participate in, and prosper cross-functional collaboration with a range of internal stakeholders, including our Commercial, Legal, Operational, Communications, and Corporate Planning colleagues.
While this role is focused on supporting the Company's reputation, current positions, and future growth opportunities in Malaysia, it is also a key focal point for integrating aspects of our global commercial strategy, operations, and investments. As such, it will require a close understanding of the diverse set of corporate and regional strategies that can be harnessed to generate opportunities in Malaysia and the Asia-Pacific more broadly.
Job Description
Primary Functions/Responsibilities:
- Enhance the depth and quality of our political relationships across Malaysia national, regional, and local stakeholders, including senior elected officials, legislators, ministerial leaders, civil servants, and other key influencers.
- Devise and execute our ground-game advocacy strategy in Malaysia.
- Identify opportunities to improve the scope of our political relationships in Malaysia; recommend engagement actions.
- Generate political intelligence to optimize advocacy strategy, tactics, execution, and optimization.
- Manage the Company's relationship with key industry/trade associations and think tanks, and appropriately shape their workplans to support our business priorities.
- Shape and grow key foreign diplomatic contacts, with particular emphasis on the US Embassy.
- As needed, evaluate, co-direct, and manage the activities of political consultants retained by the BU to advantage strategy execution.
- Represent ConocoPhillips externally to high-profile political audiences and take an active role in ensuring the Company is appropriately and strategically positioned/understood.
HSE Roles:
- Comply with HSE policies, Life Saving Rules, procedures, goals, and programs within the MBU HSE Management System.
- Actively engage in and contribute to HSE communication and consultation processes.
- Actively participate in HSE initiatives and programs that include but not limited to, Safety Observations and HSE Trainings.
- Support company sustainability development (SD) initiatives and other environmental policies and practices.
Personal Skills:
- Superlative communication skills with a natural sense of inclusion, and clear appreciation for the value diverse viewpoints and interpretations play in winning analysis of complex political issues.
- An ability to stay focused on and pace the priorities of the BU and deliver the intelligence/advice required to establish and sustain advantage.
- Substantive experience in global government affairs, strategic advocacy plans/execution, stakeholder engagement, political advisory, and/or government service.
- Applied knowledge of baseline political intelligence methodologies in private and/or public sector settings.
- Appreciation for Malaysian political dynamics, and direct experience translating that expertise into business results at the strategic level.
- Experience working in a global context within the O&G industry, or other asset-intensive/industrial environment (e.g., extractives, manufacturing) a plus.
Job Specifications:
- University-level degree in international relations/studies, political science, or related disciplines preferred.
- Master's degree strongly preferred.
