Job Description

Job Purpose

  • Consolidate and conduct thorough analysis on PRefChem optimal working capital requirements to meet company's obligations in accordance with the approved finance policy, guidelines and agreements in order to safeguard PRefChem assets and reputation.
  • Execution of numerous PRefChem banking transactions as accordance to the finance policy, regulatory requirements and agreements undertaken by PRefChem to ensure full compliance.
  • Assisting the Section Head on the evaluation of bank proposals, recommend and lead the due diligence process for domestic and international money market trends for the purpose of developing appropriate investment plan and strategies in accordance with the finance policy and procedures endorsed by the Board.
  • Detailed analysis on PRefChem foreign exchange exposure via effective and economical hedging strategy for PRefChem to hedge foreign exchange exposure as per the approved hedging tools and instruments at the lowest possible cost to effectively mitigate foreign currency exposure.
  • Timely and accurately preparation of reports to various PRefChem internal and external stakeholders namely Malaysia Central Bank (Bank Negara), respective Shareholders and Financial Institutions in accordance with the Company's policies and procedures.
  • Advocate on the implementation of applicable PRefChem procedures and guidelines and affect the compliance to statutory and legislative requirements to ensure conformance to the established Limits of Authority (LOA) and PRefChem internal policies to safeguard the PRefChem interest, image and reputation.

Key Accountabilities

Cash Mangement & Planning

  • Consolidate and conduct a thorough analysis on optimal working capital through multiple information submitted from various departments and proponents within PRefChem in order to determine the appropriate working capital requirements to meet company's obligations in accordance to finance policy, guidelines and agreements.
  • Execution of numerous PRefChem banking transactions as accordance to finance policy, regulations and agreements undertaken by PRefChem to ensure full compliance.
  • Assisting the Section Head on evaluating the proposed selection of financial institutions and evaluation of banking services and trade facilities to ensure competitive rates and standardisation of practice across the industry.

Investment Plan & Strategy

  • Assisting the Section Head on the due diligence and execution process for domestic and international money market on interest rate and currency trends for the purpose of developing appropriate investment plan and strategies in accordance to finance policy, guidelines and agreements.
  • Assist in preparation of the alternative investment instruments and money market products through market scanning and consultation with PRefChem shareholders treasury department and PRefChem Financial Risk Management team to enhance returns and/or diversify investment from traditional money market products as per the approved finance policy and agreements.

Foreign Currency Interest Rate Hedging Activities

  • Assisting the Section Head on the planning stage of the foreign exchange hedging strategy for PRefChem to effectively hedge daily foreign exchange exposure utilising approved hedging tools/instruments at the lowest possible cost to effectively mitigate foreign currency exposure.
  • Execution of interest rate hedging exercise in close collaboration with PRefChem Corporate Finance team and various parties internally and externally to achieve the lowest possible cost to effectively mitigate interest rate risk exposure.

Treasury Operation & Reporting

  • Execute the daily treasury, banking and fund transfers activities, payables and receivables operations in accordance with contractual obligations and requirements as well as compliance with the governing acts and legislation to safeguard PRefChem assets and reputation.
  • Execute the monthly closing activities in relation to banking transactions such as fund transfer activities, shareholders loan and other funding inflows.
  • Provide advisory roles on various banking matters/issues to internal and external stakeholders in accordance to the company's policies and procedures.
  • Preparation of the cashflow forecast reports submission to respective Shareholders.
  • Preparation of the various reports for submission to Bank Negara such as the Foreign Exchange Administrative checklist report on Quarterly and Annually basis, Monthly Offshore Bank Balances and Movement of Funds reports.
  • Preparation of the daily transactions reports on offshore receipts and payments for submission to the Bank's compliance team.

Network & Relationship Building

  • Foster and sustain effective working relationships and rapport with internal and external stakeholders in order to keep abreast with latest development, information and business opportunities that may impact PRefChem.

Good Governance

  • Advocate the implementation of applicable PRefChem procedures and guidelines and affect the compliance to statutory and legislative requirements to ensure conformance to the established Limits of Authority (LOA) and PRefChem internal policies to safeguard the Company interest, image and reputation.

Requirements

  • A bachelor's degree in Accounting or Finance and Banking or equivalent and having professional Accounting or Finance qualification would be an added advantage.
  • History of career progression with at least 5 years of related treasury, finance and accounting related work experience preferably in oil and gas industry.
  • Sound knowledge on treasury products such as money market instruments, foreign exchange, interest rate swaps and fixed income securities as well trade financing facilities i.e. LC and BG with strong knowledge on SAP system, Bloomberg and Reuters with high proficiency in Microsoft Excel.
  • Exposures in various finance functions such as Financial Accounting, Financial Services, Management Accounting and Corporate Finance will be an added advantage.
