Main Purpose of the role:
To provide direction, guidance, technical inputs and resolution to Instrumentation & control issues while supporting asset to meet the production target safely.
Key Accountabilities:
Provide first line onshore support for the planning, execution, and prioritizing maintenance activities for preventive and corrective maintenance.
Support offshore team in fault finding and troubleshooting of control, instrumentations and telecommunication systems.
Manage and support the day-to-day maintenance of the offshore Shutdown Systems (SDS), Fire & Gas System (FGS), Process Control System (PCS), PLC Control panel. Telecommunication systems and field equipment e.g. transmitters, control valves, actuated valves, CCTV, UHF/VHF, Etc.
Manage and support the day-to-day maintenance for control system and instrumentation related equipments associated with gas turbines packaged equipment, e.g. turbine control panel, compressor control panel, water injection control panel and etc.
Manage all program back-ups and ensure the back-ups are available for all system e.g. packaged PLCs, ICSS (PCS, SDS, PLC) etc.
Responsible for of control, instrumentations and telecommunication systems related equipment performance, uptime, integrity and reliability.
Review and advise the spare parts adequacy and availability especially for safety critical and production critical equipment.
Ensure the Preventive Maintenance (PM) programs are carried out as per planned. Consistently review the PM task list in order to ensure the comprehensiveness and consistency of the PM.
Plan and execute Safety Instrumented System (SIS) function test in accordance with Safety Integrity Level (SIL) verification report test interval.
Ensure the control system and instrumentation related Safety Critical Elements (SCEs) are properly managed. Conduct SCEs verification at their required interval.
Responsible for control system and instrumentation related KPI for Process Safety Management (PSM). Continuously monitor and update the KPI and ensure the KPIs are met. Plan and execute corrective action in case of any deviations found.
Provide control system, instrumentation and telecommunication systems related equipment study and reporting, such as equipment integrity and reliability, Root Cause Analysis (RCA) of failure, equipment performance, compliance to preventive maintenance and corrective maintenance activities.
Plan and execute the rectification plan of any findings or defect found during the inspection or audit.
Managing onshore vendor activities, equipment repair, testing and liaison with Kemaman Supply Base (KSB) for material delivery to offshore production facilities. Managing contractors during design, fabrication, preparation for execution, offshore project execution, manpower mobilization, project close-out and document/drawing update for modification project.
Ensure that the integrity, reliability, availability of production, utility equipment and other support systems are optimized, so that production delivery targets are achieved. This may include liaising with third party engineering contractors or in-house service providing design services to ensure project objectives are fulfilled, monitoring and controlling the implementation of repair orders, mobilizing and managing of vendors, preparing and controlling budgets as well as providing data sheets.
Participate in any MOC (Management of Change) of facility upgrading or modification related to control system, instrumentation and telecommunication systems scope.
Participate in Factory Acceptance Test (FAT) and Site Acceptance Test (SAT) for new equipment installation, modification and upgrade.
Participate in HSE activities or engineering study e.g. HAZOP, HAZID, SIL Classification, SIL Verification, etc.
Provide technical support to offshore teams for shutdown activities.
Coordinate the meter validations and calibrations by third party.
Provides assistance to the Vendors during any Metering System rectification / modification, Metering System Validation and Certification
Co-ordinate with operation and maintenance counterparts to schedule metering calibrations / skid proving activities as per established calibration / proving matrix
Ensure compliance to Petrofac Measurement and Accounting Procedure and Validation Manual for all metering and tank gauging issues.
Technical Requirement s & Qualifications:
Minimum five (5) years working experience in Oil & Gas industry, preferably in the Upstream sector (Offshore Facilities CPP/WHP/MOPU/FPSO/FSO).
Bachelor's degree from a recognised university in the discipline of B.Eng. / B.Eng. Tech / B.Sc., preferably Control & Instrumentation / Electrical / Electronic / Industrial Automation / Mechatronic.
Experience in Oil & Gas industry, preferably in the Upstream sector (Offshore Facilities CPP/WHP/MOPU/FPSO/FSO).
Offshore Medical and Survival certificates.
Experience in the design, sizing, installation, commissioning, troubleshooting & maintenance of field instrumentations in a process industry environment, e.g.: Transmitters, Control Valve, Actuated Valve
Fundamental knowledge in ICSS, SCADA & PLC Systems
Experience in Subsystem Communication and Data Integration; Modbus TCP/IP & RTU.
Experience with Foundation Fieldbus technology & Instrument Asset Management System.
Familiar with International Codes and Standards, and PETRONAS guidelines and standards (i.e. IEC, PPGUA and PTS) relevant to the discipline of Instrument & Control.
Basic knowledge in Safety Integrity Level (SIL), IEC61508 and IEC61511 standards
Experience in Computerized Maintenance Management System (CMMS). E.g.: Maximo/Oracle/SAP
Basic knowledge in hazardous area principle, classification, and explosion protection technique.
Experience with PETRONAS Tenders and Contracts Administrative Manual (PTCAM) / Petronas Procurement Standards (PPS)
