Main Purpose of Job
The main purpose of the Electrical & Control Instrument Manager in a Combined Cycle Power Plant (NUR Generation Sdn Bhd) is to lead and manage the electrical and control systems, ensuring safe, reliable, and efficient operation across 3 plant blocks. This includes overseeing a team of engineers, supervisors, and technicians, maintaining compliance with regulatory standards, and holding a 132kV Electrical Competency Certification from the Energy Commission Malaysia.
The role also involves ensuring compliance with quality management standards, driving continuous improvement in quality, safety, and environmental performance, and implementing effective maintenance, risk management, and safety protocols.
Key Tasks
Team Management:
- Lead and manage a team consisting of 1 Electrical Engineer, 1 Control and Instrument (C&I) Supervisor, 1 Electrical Supervisor, 5 Control and Instrument Technicians & 5 Electrical Technicians.
- Oversee daily operations, ensuring all team members perform their duties efficiently.
- Schedule and allocate resources for electrical and control instrument maintenance and troubleshooting.
- Provide guidance, training, and development for the team, focusing on safety and technical competence.
Electrical System Oversight:
- Ensure the safe operation, maintenance, and troubleshooting of the plant's electrical systems, from 240V up to 132kV.
- Supervise and perform routine maintenance on transformers, generators, switchgear, and other critical electrical equipment.
- Ensure compliance with relevant electrical safety regulations and standards, including the Energy Commission of Malaysia requirements and the Electrical Act.
- Monitor electrical load distribution across the 3 operational blocks to maintain efficiency and reliability.
Control & Instrumentation:
- Manage the control systems and instrumentation of the plant, including Distributed Control Systems (DCS), Programmable Logic Controllers (PLCs), and SCADA systems.
- Oversee calibration, troubleshooting, and repairs of control instruments (flow meters, pressure gauges, temperature sensors, etc.).
- Ensure that control systems are well-integrated with the plant's operational processes to optimize efficiency.
- Identify and implement improvements in the control systems for enhanced performance and reliability.
Compliance & Certification:
- Hold and maintain a 132kV Electrical Competency Certificate from the Energy Commission of Malaysia.
- Ensure that all electrical work complies with the Electrical Act and other regulatory standards in Malaysia.
- Conduct regular audits and inspections to ensure compliance with all relevant electrical codes and practices.
Safety & Risk Management:
- Lead the team in adhering to strict safety protocols for high-voltage work and hazardous environments.
- Develop and implement risk management strategies, including hazard identification and control measures.
- Investigate incidents or near-misses to identify root causes and prevent future occurrences.
Maintenance Planning & Execution:
- Develop and oversee preventive and corrective maintenance schedules for both electrical and control systems.
- Manage plant shutdowns and outages, ensuring all electrical and instrumentation work is completed on time.
- Coordinate with the operations team to minimize downtime and ensure smooth plant operations during maintenance activities.
- Optimize spare parts inventory for electrical and control systems to ensure availability during emergencies.
Project Management & Reporting:
- Lead electrical and control system upgrades, expansions, and retrofit projects across the 3 blocks.
- Coordinate with contractors, vendors, and suppliers for procurement of necessary equipment and services.
- Prepare and submit regular reports on team performance, maintenance activities, equipment status, and compliance audits to senior management.
- Develop budgets and cost estimates for electrical and control system maintenance and projects.
Collaboration & Communication:
- Collaborate with other departments (Mechanical, Operations, etc.) to ensure seamless integration of electrical and control systems.
- Act as the point of contact for external stakeholders, including regulatory bodies, auditors, and consultants.
- Attend plant-wide meetings and provide technical insights related to electrical and control systems.
Quality Management System
i. Ensure Compliance with QMS:
- Develop, implement and maintain procedures that comply with the plant's standard procedure
- Ensure all electrical and control instrument activities follow documented procedures, work instructions, and quality guidelines.
- Compliance with ISO27001 standards , driving continuous improvement in quality, safety, security, and environmental performance, and implementing effective maintenance, risk management, and safety protocols.
ii. Documentation and Record-Keeping:
- Ensure accurate and up-to-date documentation of all electrical and instrumentation processes, maintenance activities, and system changes.
- Maintain calibration records for all instrumentation equipment, ensuring traceability to international standards.
iii. Non-Conformance Management:
- Identify, document, and manage any non-conformances related to electrical or control system operations.
- Lead investigations and root cause analysis to prevent recurrence of non-conformances and ensure timely corrective and preventive actions.
iv. Internal Audits and Reviews:
- Participate in internal and external audits to ensure compliance with ISMS27001 standards.
- Coordinate with the Quality Assurance team to address audit findings, implement corrective actions, and monitor their effectiveness.
v. Continuous Improvement:
- Develop and implement initiatives to improve processes, aiming for increased reliability, efficiency, and performance of electrical and control systems.
Qualifications:
- Mandatory: Possession of a 132kV Electrical Competency Certification issued by the Energy Commission of Malaysia.
- Minimum 7-10 years of experience in electrical and control systems in power plants, with at least 5 years in a management role.
- Strong knowledge of Combined Cycle Power Plant operations.
- Familiarity with high-voltage systems, control systems (DCS, PLCs), and SCADA.
- Strong understanding of the Electrical Act and regulatory standards in Malaysia.
