Job Description
The Director, Digital Transformation and Information Technology leads the implementation of World Scouting's digital transformation strategy and is responsible for managing the IT operations and driving the adoption of digital technologies, tools and solutions worldwide.As a key member of the Communications and Digital Practice Team, the Director will act as a champion for the use of technology to enhance collaboration, improve ways of working, and achieve the organisation's strategic objectives of being a more influential, adaptable, and fit-for-purpose organisation.
Job Responsibilities:
- Lead the implementation of World Scouting's digital transformation strategy and contribute to building a culture of digital fluency and literacy across the organisation.
- Develop and implement IT strategies that align with organisational goals, ensuring the scalability and flexibility of IT infrastructure to support the growth and efficiency of the Bureau.
- Develop and implement change management initiatives that reduce resistance, enhance digital buy-in, and foster a culture of innovation.
- Oversee strategic level IT operations, including network, server, and cloud environments, to ensure high levels of availability, security, and performance.
- Establish and enforce cyber and data security protocols, ensuring compliance with relevant regulations (e.g., GDPR, HIPAA) and industry best practices.
- Manage digital projects together with staff and volunteers from ideation to implementation, involving external vendors and suppliers where required.
- Manage IT budgets, negotiate with vendors, and allocate resources effectively to optimise performance while controlling costs.
- Develop metrics and KPIs to measure the success and impact of digital transformation initiatives.
- Oversee the management of relationships with external vendors and suppliers, including development services, service level agreements, upgrades to digital platforms, and hardware and software procurement.
- Lead the process to scope requirements for new digital solutions and select vendors for digital projects in collaboration with the product owners and key stakeholders.
- Oversee the implementation and adherence to digital and IT policies, standard operating procedures, and compliance across the organisation.
- Ensure digital infrastructure supports business continuity and disaster recovery strategies in the event of crises, security breaches, or major system failures.
- Implement a programme of continuous learning, training and improvement related to digital fluency and literacy amongst Bureau Practice Teams and Support Centres Teams.
- Lead teams of staff and volunteers to support an effective delivery of World and Regional Scout events with a focus on digital production and engagement.
- Support development and upgrades to Scouting's mobile applications, websites and fundraising platforms.
- Leverage data and analytics to optimise communications and marketing, and support planning and decision-making processes within the organisation.
- Lead, mentor, and develop a high-performing IT team, fostering a culture of collaboration, continuous improvement, and accountability.
- Lead the digital transformation unit as a cross-team collaboration to explore, adopt and implement new technologies that support the organisation's operations and strategic objectives.
- Support effective functioning, engagement and management of the Communications and Digital Practice Team members, and reporting to World Scouting's Senior Management Team and World Scout Committee.
Job Requirements:
Qualifications and Experience
- Bachelor's degree education or equivalent in a field related to communications, digital media and information technology or equivalent experience required. A Master's degree in a field related to communications, digital media and IT is preferred.
- A minimum of 10 years of experience leading digital transformation and information technology efforts, especially integrating new digital and technology processes.
- Strong experience in overseeing IT, network, server, and cloud operations to maintain high levels of performance, availability, and security.
- Proven experience in managing organisational change related to digital transformation, including experience with change management frameworks like ADKAR, Kotter etc.
- Skilled in vendor and third-party contract management, including experience with negotiating complex service agreements, to ensure service quality.
- Proven ability to lead cross-functional teams and contribute to decision-making at a senior level.
- Expertise in managing IT budgets, negotiating with vendors, and effectively allocating resources to control costs and maximise impact.
- Proficient in establishing security protocols and ensuring compliance with industry regulations (e.g., GDPR, HIPAA).
- Experience with digital platforms, tools, and systems (CRM, HR, ERP systems, cloud infrastructure).
- Scouting experience at a national or international level or experience working in an international and non-profit environment is desirable.
Desired Knowledge and Skills
- Strong understanding of emerging digital technologies such as cloud computing, AI, machine learning, data analytics, and automation.
- Advanced knowledge of digital strategy and transformation, content marketing, online platforms and applications.
- Ability to lead and implement digital transformation in highly multicultural and diverse international settings, understanding how local cultures and contexts influence technology adoption.
- In-depth working knowledge of project management software and digital collaboration applications and tools.
- Experience with digital analytics and data relevant to content marketing, social media, video, and website engagement.
- Knowledge of ISO and other standards relating to cybersecurity, data privacy, and regulatory compliance.
- Relevant IT certifications (e.g., CompTIA A+, Network+, Microsoft Certified: Azure Fundamentals, AWS Certified Solutions Architect) are preferred to demonstrate a strong foundation in technical skills, with an emphasis on IT support, network administration, and cloud-based solutions.
Personal Qualities
- Fluent in English, literacy in any of the other World Scouting languages (French, Arabic, or Spanish) will be an asset.
- Excellent communicator, both written and verbal, with highly effective interpersonal and negotiation skills.
- Ability to think strategically, planning and executing multiple projects in a fast-paced environment.
- Ability to thrive in changing environments, especially when introducing new technologies to global and distributed teams with diverse levels of digital literacy.
- Strong work ethic, collaborative and leadership skills, and ability to work effectively with staff and volunteers in a multicultural environment.

Terms and Conditions
The World Scout Bureau offers a range of tangible and intangible working benefits. This is a full-time position with a contract of three years with an option to extend the contract subject to agreement by both parties.
- The salary paid on a monthly basis will be appropriate to the seniority of the role.
- The position is based in Kuala Lumpur, Malaysia.
- Contractual hours of work are a minimum of 40 hours per week, Monday through Friday (Sunday to Thursday in our Arab Support Centre). Additional hours may be required for the effective performance of the role. The successful candidate must be willing to work in the evenings and on weekends, when necessary.
- The holiday entitlement is 25 days per annum plus public holidays in the country where the position is based.
- The World Scout Bureau has a pension plan, education scheme and a medical plan full details will be provided upon employment.
- Relocation support will be provided for international staff.

- Confirmation of eligibility to work in Kuala Lumpur, Malaysia (or the ability to obtain the appropriate work permits, at the WSB's expense).
