Job Title: : Data Governance Specialist- Department : Investment Data Management Department (IDMD)
Our client is passionate about transforming investment management through data and system. To support the mission of overall firmwide investment management transformation, IDMD, a department under Strategy Division, is currently rolling out an initiative on the formation and execution of data governance framework, policies, and practise guide. IDMD embraces an agile work environment and collaborative culture through the understanding of business processes, relationship entities and requirements using data from analysis, quality, visualization, governance, engineering, robotic process automation, and machine learning to produce targeted data solutions.
To assist with this initiative, IDMD is currently searching for a Data Governance Specialist to be housed within the department to consult, implement, and assist the existing Investment Data Governance team in enabling the establishment of investment data governance framework and other related important policies and standard. Data Governance Specialist will also assist in ensuring the adherence of the published investment data governance policy, guidelines, and procedures within the organisation. As Data Governance Specialist, you will be reviewing current approach, plan, as well as documentation subsequently suggest best practices, develop better documentation/ approach, and analyse the gaps whilst recommending solution when implementation meet a roadblock. The existing team had proposed an Investment Data Governance framework, drafted high-level policy, data governance structure, term of reference as well as data standards and data lineage documentation that can be used as references to start the work. The Data Governance Specialist will be responsible for the delivery of this initiative while working together with the existing team during the tenure of the one-year contract and renewable.
- PRINCIPAL ACCOUNTABILITIES
Review existing work on Investment Data Governance, conduct current state assessment, refine desired future state view of Investment Data governance, identify gaps based on benchmarking with the industry, and recommend best approach in implementing Investment Data Governance initiative.
- Execute recommended solutions from #1 with the existing team by working directly with various relevant stakeholders.
Update and/or develop relevant documentations for Investment Data Governance implementation whilst ensuring the alignment and the adherence of the initiative with investment system, enterprise policy and compliance enforcement.- Documentation include but not limited to; framework, guidelines, policy, data governance structure, term of reference (with clear roles, responsibilities, and accountabilities), indicators of data performance and quality matrices, metadata lineage of inbound and outbound data as well as data standard.
Recommend potential actions for the improvement of data performance and quality, in the areas of consistencies, completeness, uniqueness, accuracy, validity, reliability, timeliness, relevancy, auditability, and compliance within the relevant areas such as systems and procedures.
- Lead in the developing awareness of Investment Data Governance, process adaptation, change management and training program including to structure and organise relevant trainings/workshops/engagements for the various function relevant to Investment Data Governance.
- Knowledge, Skills, and Abilities
- Practical familiarity with DMBOK (Data Management Body of Knowledge) or DCAM Framework from EDM Council or Data Management Maturity Programme from ISACA (Information Systems Audit and Control Association) as well as knowledge in Data Governance, Data Management, Data Lineage, Data Quality, and general data literacy
- Experienced in setting and/or defining data governance framework, policies, and procedures as well as organisation change management.
- Experienced in metadata management (Data Classifications, Glossary, and data lineage).
- Experienced in Project Management Implementation for area related to Investment Data Governance, Framework, Structure, Change Management and Policy
- Ability to influence internal stakeholders of various ranks, build relationships, and facilitate meetings, including moderating problem-solving discussion.
- Experienced with PowerPoint presentation with relevant internal organisation committees as well as Visio and other relevant Data Governance tools.
- Education, Experience and Certifications
Bachelor/master's degree in information technology / finance related background (i.e., Computer Science, Information Technology, Management Information Systems, Business Administration, Finance, Accounting, Actuarial Science, Engineering, Mathematics, or Statistics).- A minimum of 8 years related experience covering areas such as Strategy, Management Consulting, Framework Development, Data & Information Governance, Project Management Implementation, in leadership roles.
Familiarity with financial services, asset management and/or investment process is required.
- Being certified in data management related certification; is an added advantage. E.g., Certified Data Management Professional - CDMPTM, Data Management Capability Assessment Model (DCAM), Certified Data Steward (CDS), Data Literacy Certification (DLC) for Business Professionals.

Pay: RM6,000.00 - RM7,000.00 per month
