Building Services/ Facility Manager

Job Description

A) Manage and oversee building service department to ensure smooth operations and provision of excellent customer service.
  • Plan and develop departmental goals and objectives. Monitor departments performance eg. monitor budget/CAPEX, cost containment & cost-cutting strategies, analyze data, prepare reports, presentation, etc. Develops action plans and recommends changes.
Ensure the proper maintenance and upkeep of building, facilities and equipment; make arrangements for repair and/or replacement of used and damaged equipment.
  • Resolve construction related problems, disputes and compliance issues
Continuously monitoring customer feedback and analyzing trends and issues affecting customer satisfaction. Handle and resolve customer complaints.
  • To be PIC for all hospital-wide renovations in terms of M&E, regulated acts and end-user requirements, etc. with the contractors and consultants to ensure that the project/s are accomplished within the time-frame in terms of project time-lines, quality control, infection control, safety & security control with the respective departments. To advise any adverse issues to the hospital Management.
  • B) Adherence and compliance to all statutory requirements including Bomba, Machineries Act, OSH Act, etc. It is achieved by:
Developing and implementing standard operating policies and procedures that are in line with the requirements of the relevant Acts, Statutes and Regulations.
  • Working closely with the Support Service / Safety & Health personnel in undertaking yearly Bomba site inspections/staff training/Fire Drills / etc. in order to ensure that SunMed receives the Bomba certificate necessary for renewal of hospital license.
Preparing and undertaking all other site inspections for other license renewal such as passenger lifts, dumb waiters, etc.
  • Work with the Quality Resource Department to ensure that all documents and licenses necessary for the yearly hospital license renewal are correct and complete. This includes submission for renovations/expansion of hospital premises.
  • C) Ensure that the hospital building(s) is safe for staff, doctors, visitors and patients. It is achieved by:
By developing and implementing SOP for all relevant areas including but not limited to fire, safety (alarm systems as well as firefighting equipment), lift safety, occupational safety, etc.
  • To work with the hospital safety and health manager to train a fire fighting team and assist him in the regular conduct of fire and evacuation drills.
  • D) Ensure maximum uptime or minimal downtime of all plant and equipment. It is achieved by:
Implementing preventive maintenance programs for all equipment using the Mainsever (CMMS).
  • Training all building and services staff to be skilled at managing the equipment under their care.
Maintaining the necessary inventory of spare parts and tools to enable in-house staff to make repairs, etc. in timely manner.
  • E) Cost effective management of the department and of all equipment within the jurisdiction of the department. It is achieved by:
Develop and implement an asset management program for all building services using the Mainsaver (CMMS).
  • Working with procurement department on pricing and contract negotiations prior to renewal of service contracts.
  • F) Lead and manage the employees in the department; ensure competent, motivated and productive staff
Manage and supervise the staff and out sourced workers (if any) in compliance with established standards of performance, company policies and procedures
  • Who are we looking for
Candidate must possess at least a Diploma, Advance Diploma, Bachelors Degree in Engineering (Civil/Electrical/Mechanical), or equivalent.
  • At least 5 years working experiences in managerial roles of facilities building maintenance and operations in Healthcare Industry.
Knowledge of M&E systems, building, Fire Alarm, ACMV and plumbing systems.
  • Able to work under pressure and independently.
Result-orientated, possess strong integrity, leadership and good problem-solving skills.
  • Computer literate and able to speak and write in English and Bahasa Malaysia.
Candidate with 11kV Chargeman license will be added-advantage
