Job Description

Job Purpose

To assist CRICO and Head, Group Compliance Office to implement the Group's compliance management framework, methodology, system and programs as directed. In particular, to drive the implementation of compliance monitoring system and program for the Group.

Job Responsibilities

Internal Operations Compliance Management

  • Researching, recommending, and enhancing (where appropriate) Compliance Management's roadmap, policy, framework, methodology and system.
  • Coordinate the Group's Compliance Management efforts.
  • Prepare and providing ongoing education and appropriate briefing and compliance related training to employees, where required.
  • Assist in the establishment the governance structure required to manage Compliance Risk at Corporate and Operational areas.
  • Assist in the development and enhancement the Group wide a compliance risk appetite and measurements that is tailored the Group's industry (how much risk that can be taken).
  • Assist in the development and/or enhancement of compliance standards and process that are effective and efficient in identifying, preventing, detecting and mitigating compliance risk and its related incidences.
  • Implementing and managing the operations of the compliance management framework as designed.

Highlight to Manager and CRICO, where applicable, operational process or structure that would minimize the Silo mentality or duplication of effort in managing compliance matters.

External Focus Industry Best Practices

  • Be aware of the current compliance risk and its best practices in the industry.
  • Investigate and research emerging risks and trends in the industry advising Manager, GCO, CRICO or management where appropriate.
  • Provide necessary feedback/briefing of the changes in the industry to CRICO/GMD/GMC/Board.
  • Continuous improvement of Compliance Management Framework.

Compliance Assessment Activities

Compliance Risk and Obligation Identification:

  • Assist manager in the process of identifying the current and future processes within the Group which requires compliance risk input to ensure risk and obligations are identified on a timely basis.
  • For new compliance risk and obligations identified, support manager to work with management/operations to ensure it mitigation activities are embedded into operation systems/processes and where required to manage the compliance requirements.
  • Based on the areas identified with key compliance risks and obligations, to assess and propose to Manager, GCO and CRICO to include as part of upcoming monitoring plan for the Group.

a) Internally - Operations

b) Externally Best Practice and Scan of Compliance Risk Environment

  • Be aware of the current compliance risk and its best practices in the industry.
  • Investigate and research emerging risks and trends in the industry advising Manager, GCO, CRICO or management where appropriate.
  • Provide necessary feedback/briefing of the changes in the industry to CRICO/GMD/GMC/Board.
  • Continuous improvement of Compliance Management Framework.

Compliance Assessment activities

Compliance Monitoring

  • Assist Manager, GCO to perform the review/ to validate the key compliance risk areas impacting the Group, including its mitigating strategies and ratings. Reviews are to be conducted based on agreed plans or at a frequency as required.
  • To support Manager, GCO in other compliance review or validation or special review as required.
  • Prepare the draft independent compliance validation report to Manager, GCO for review and subsequent CRICO for approval.
  • Research, propose and assist in the development of required IT platform for compliance monitoring purpose. Work closely with IT Department as part of its development, implementation and management of the IT system.
  • Responsible for timely monitoring of exception reports as generated by the compliance IT platform.
  • Review of the exceptions report generated by the IT platform, perform the required attestation to confirm the accuracy of the report and to highlight the results of the validation to Manager, GCO for further reporting to Management, where required.
  • Post development of monitoring platform and identification of key compliance risks.

Compliance Reporting

  • Prepare the draft Group Compliance reports to Manager, GCO for review and subsequent CRICO for approval. The report would be submitted for Group Management Committee or any Board or Board Committees. The respective reports are to be prepared on a timely manner, accurate and with adequate quality information that can be used for decision and/or information purposes.

Compliance Administration/Operations (department role)

  • Assist Manager, GCO and CRICO manage compliance or other resources assigned to deliver mandate and agreed KPIs
  • Provide regular and timely update to Manager, GCO and CRICO on the status of compliance activities undertaken by the GCO team.
  • Managed assigned team members (if any) by ensuring team members execute their work in an objective and independent manner and assignments are carried out and ensure high quality standards, consistency and effectiveness in the reporting of all review issues and recommendations. Proper profiling, follow-up and recommendation to Manager/CRICO for closure of issues.
  • Provide the necessary information and support to GRM team to ensure the Risk and Compliance Annual Plan and Programmes are executed on a timely manner.

To qualify for the role, you must have qualifications, knowledge or skills as listed below:

  • Possess at least a Professional Degree/Certificate, Bachelor's Degree, Post Graduate Diploma, Diploma, Advanced/Higher/Graduate Diploma
  • Risk, Governance and Audit related education will be an added advantage.
  • At least 1 years in current position (Assistant Manager), with relevant work experience. Property development /real estate experience will be an added advantage.
  • At least 5 years of overall work experience.
  • Driven, analytical, good attention to detail and ability to work well independently and in a team environment.
